At the age of 4, Andres moved to Philadelphia with his family and grew up in the northeast section of the city. Throughout his childhood Andres spent summers in Guayaquil, Ecuador at his family's home, attending grade school during the summertime until the 8th grade.

In 1994, Andres graduated from Holy Family University and then attended Rutgers Law School-Camden, graduating in 1998 "with distinction", a member of Phi Delta Phi Legal Honor Society. After law school Andres accepted a job with the Defender's Association of Philadelphia and then started in private practice in 1999 where he became a partner at the criminal law firm Stein and Jalon. In 2008, Andres started his own law firm "Jalon & Associates" and closed it in 2023 and proudly joined the van der Veen firm in February of 2025.

Andres is an accomplished trial lawyer in both criminal and civil cases and has litigated thousands of bench trials and an estimated 100+ criminal jury trials. Andres has represented members of the Sinaloa Drug Cartel, members of the Latin Kings, one of the J6 defendants and was defense counsel in the largest cocaine seizure in the history of U.S. Customs, U.S.S. Gayane, (2014), where more than 20 tons of cocaine was recovered by U.S. customs agents. Since 2005, Andres has been certified to represent individuals charged with Capital Homicide Offenses.

Andres has had great success at trial in civil matters. In 2014, after a jury trial in Philadelphia, Andres and his case partner won a verdict of $800,000, in Ramos vs. Astra Foods, one of the largest verdicts of 2014 in Pennsylvania related to negligence in the workplace case.

Andres has handled federal and state cases in Los Angeles, California, in Florida, New York and New Jersey. Andres appears constantly on Telemundo Latino News Channel as a criminal defense and civil rights expert.

Andres loves to sail and spend time in Maryland with his wife and four sons.
